It is a shunt "on, off" device that should be replaced by a good quality PWM or MPPT controller.

Shunt controllers aren’t necessarily bad.  They certainly don’t order strangers around.

A configurable shunt controller can be better than a nonconfigurable PWM, at a fraction of the price.
